Job Description: I. Ensure all government payments including disbursements and collections processes using Raast as the preferred payment method comply with a. SBP regulations and guidelines including related to Raast payment operations b. Public finance rules and treasury regulations c. Internal and external audit requirements II. Maintain a thorough understanding of evolving regulatory requirements and provide guidance to government entities and implementing teams. III. Conduct periodic compliance reviews and risk assessments for government payment integrations. IV. Define and validate reconciliation, clearing, and settlement models for Raast-enabled transactions. V. Support integration of government entities with AGPR and provincial Accountant General offices to ensure accurate and timely posting, settlement, and reporting of payments. VI. Monitor transaction flows, identify discrepancies, and recommend corrective actions to maintain financial integrity. VII. Develop, implement, and monitor financial control frameworks for government payments, ensuring proper segregation of duties and adherence to internal controls. VIII. Establish robust reporting and audit trails to support operational transparency and governance. IX. Identify and mitigate operational and financial risks associated with large-scale digital payments including disbursements and payment collections. X. Serve as the primary point of contact for audit and compliance matters with government entities, SBP, AGPR offices, and external auditors. XI. Provide advisory support to technical teams, solution architects, and business analysts to embed financial and compliance controls in solution designs. XII. Prepare reports, dashboards, and compliance documentation for governance, audit, and decision-making purposes. XIII. Compliance framework and risk assessment reports for Raast government payment operations on a periodic basis. XIV. Reconciliation and settlement models aligned with AGPR and provincial accounting offices. XV. Financial control frameworks, SOPs, and operational guidelines. XVI. Reporting templates, audit trails, and exception management procedures Educational Qualification: I. Minimum a Master's degree in Finance, Accounting, Business Administration, Chartered accountancy/ACCA, or a related discipline. II. 8–10 years of professional experience in financial operations, compliance, or treasury management, ideally in government or banking sectors. III. Strong understanding of treasury operations, payment settlements, and public sector financial controls. IV. Experience in designing financial control frameworks and reconciliation processes for large-scale payment systems.
